President Hamlet / Thinking out every possible side of a question can mean never acting on any of them.

Prince Hamlet only pretended to be highly emotional and indecisive in order to kill King Claudius since he could not move against him in the open.
King Obama also pretends to be off his nut and indecisive when in fact his plan is to destroy the USA since he cannot do this foul deed without cover.
