USDS or United States Digital Service was started by Barrack Obama in 2014. Trump and Musk kept the funding, kept the acronym but refocused it’s mission from IT activity to find the receipts activity (it is fully funded and tied into every major agency already) Congress appropriated funds for it in the annual budget and it is bullet proof for legal. Congress can’t stop it without having to re-write dozens of laws. By the time they did it the temporary deadline would expire and Musk would be done so they are trapped by their own creation.
