Now as then, Israel’s vaunted security services had built policy on a flawed assumption: this time, that Hamas was focused on preserving its grip on Gaza and had lost interest in large-scale confrontation with Israel. The concept made sense — until Hamas proved it grimly wrong by killing more than 1,400 Israelis on Oct. 7.

However, Israel has said the “campaign is not over yet”.
