Voters approved nearly $10 billion in bonds in 2008, while federal funding followed. Construction eventually began in California’s Central Valley, producing enormous viaducts, bridges, embankments and other infrastructure intended to become the backbone of the system. But the source describes escalating costs, land-acquisition battles, environmental litigation, route changes and political disputes that repeatedly disrupted the original vision. Cost projections eventually climbed beyond $100 billion, while key mountainous sections remained unfinished.
